About BlueCycle

Restoring Nature's Balance Through Innovation

BlueCycle Technologies was founded to accelerate breakthrough environmental innovation and advance the systems that restore nature’s balance. Our mission is to transform the way communities protect waterways, manage nutrients, and convert waste into renewable resources.

Science-Driven Innovation.
Field-Proven Delivery.

BlueCycle Technologies was co-founded by Daniel J. Levy, PG, and Dr. Tammy Karst-Riddoch, PhD, bringing together more than five decades of combined experience in environmental consulting and project delivery. BlueCycle develops and deploys advanced technologies to address nutrient pollution, harmful algal blooms (HABs), and organic waste recovery. The company is not built around a single product or prescriptive model. Instead, BlueCycle operates as a science-driven innovation platform, evaluating each site through rigorous system diagnostics, integrated engineering, and performance-based design.
Before founding BlueCycle, Dan and Tammy held senior leadership roles at AECOM, one of the world’s leading infrastructure and environmental consulting firms, where they designed and implemented multimillion-dollar water quality, sediment management and environmental restoration programs across North America. Their combined experience in consulting, research, regulatory engagement, and full-scale implementation defines BlueCycle’s approach: technologies must be scientifically defensible, operationally practical, economically viable, and adaptable to site-specific conditions.
BlueCycle bridges the gap between technology innovation and real-world deployment, ensuring that solutions perform not only in controlled studies, but within the regulatory, ecological, and financial realities facing municipalities, utilities, and public agencies.

Daniel J. Levy, P.G.

Co-Founder & President

Daniel J. Levy leads the strategic development and field deployment of BlueCycle’s technology platform and watershed restoration programs. A professional geologist with more than 35 years of experience in environmental consulting and infrastructure delivery, he specializes in nutrient management, harmful algal bloom (HAB) mitigation, sediment remediation, and circular resource recovery systems.

Over his career, Dan has led the development and implementation of large-scale water quality and restoration initiatives across North America, integrating engineering, ecological restoration, and emerging technologies to address complex watershed challenges. He is a co-inventor of patented technologies for nutrient recovery and sediment management, including the award-winning Hydronucleation Flotation Technology (HFT) for algae harvesting.
Before founding BlueCycle, Dan held senior leadership roles at AECOM, where he helped advance innovative approaches for HAB interception, nutrient removal, and sediment management within major watershed restoration programs. He has also been actively involved in advancing hydrothermal liquefaction (HTL) systems that convert biosolids, algae, and other organic waste streams into renewable crude oil, supporting emerging “flush-to-fuel” resource recovery initiatives.
At BlueCycle, Dan focuses on technology commercialization, strategic partnerships, and full-scale implementation—translating scientific innovation into scalable solutions that help municipalities, utilities, and environmental agencies restore water quality while recovering valuable resources from nutrient-impacted waste streams.
Co-Founder and Chief Science Officer

Tammy Karst-Riddoch, PhD

Co-Founder & Chief Science Officer

Dr. Tammy Karst-Riddoch leads the scientific framework underpinning BlueCycle’s technology platform and restoration strategy. A limnologist with more than 30 years of research and consulting experience in lake and reservoir management, she specializes in nutrient cycling, HAB dynamics, sediment–water interactions, and ecosystem response to restoration.

Over her career, Tammy has led the evaluation and implementation of diverse management strategies across North America, including aeration and oxygenation systems, chemical phosphorus inactivation, ultrasound applications, watershed nutrient controls, algae harvesting, and HTL for resource recovery.
At BlueCycle, she leads system diagnostics, scientific integration, and performance verification, ensuring that technologies are selected based on defensible science and site-specific conditions. Her leadership reinforces BlueCycle’s credibility with regulators, municipalities, utilities, and funding agencies.

BlueCycle's Mission
